This series consists of the working files of Robert W. Komer during his service as a National Security Council staff member (November 1963-March 1966), interim National Security Advisor (March 1966), and as Special Assistant to the President in charge of U.S. non-military programs in Vietnam (March 1966-May 1967).
The files covering Komer's service as interim National Security Advisor include copies of his memorandums to the President and material on India and the North Atlantic Treaty Organization (NATO); the files from Komer's service as Special Assistant to the President in charge of U.S. non-military programs in Vietnam include material on pacification, land reform, economic stabilization, inflation control, rice production, port congestion, corruption, postwar planning, and Chieu Hoi (a program to encourage Viet Cong defections) and correspondence files with individuals including Deputy Ambassador William Porter, Ambassadors Henry Cabot Lodge and Ellsworth Bunker, and various other administration officials.
From November 1963 to March 1966, Komer served as the senior NSC officer responsible for the Middle East, North Africa and South Asia. His files from this period include memorandums, correspondence, agendas, cables, reports, speeches and printed material on the nations in these geographic areas and on such topics as foreign aid, military assistance programs, conflicts between nations in the geographic areas mentioned above, foreign nuclear programs, and nuclear desalting. They also include smaller amounts of material on the Central Treaty Organization (CENTO), military exercises, population control, and on China, Korea, and Japan. In addition, there is a small amount of material on France, Germany, Italy, the United Kingdom, and the Soviet Union.
